The Government of Mongolia (the Client) through its Ministry of Education and Science (MES) has received financing from World Bank (the Bank) toward the cost of the Education Quality Reform Project (EQRP).

The objective of the project is to improve the quality of education for primary school children in Mongolia, with particular emphasis on improving native language and mathematical skills, and strengthen school-level planning and increase support for child welfare transfers during the COVID-19 emergency. MES is seeking to hire a Local consultant for Project Completion Report Writing.

The objective of this assignment is to prepare the Project Completion Report for the EQRP on behalf of the MES. By conducting the data collection and analysis, the consultant will assess the project’s effectiveness in achieving its outcomes and draw out lessons learned and recommendations for enhancing and sustaining the project's accomplishments.    

The consultant will be responsible, specifically for: 

  1. Perform the desk review of project documents and data compiled by the national Monitoring and Evaluation (M&E) consultant and request any additional documents/data necessary for assessing the project outcomes against its development objective;   
  2. In consultation with the EQRP and the World Bank, and in line with the overall guidance  on the approach for project completion reporting and social impact assessment (as provided in Sections 3 and 4 below), design a methodology for (i) evaluating the project’s effectiveness in achieving its outcomes, and (ii) assessing the project’s social impact—ranging from designing evaluation questions and data collection methods to developing instruments for data collection (e.g., surveys, focus group discussions) to managing and analyzing the collected data;
  3. Conduct data collection in Ulaanbaatar and aimags/soums in line with the evaluation design;   
  4. Produce a project completion report based on (i) the analysis of all the collected data and documents (including those gathered by the consult for project completion report writing in the field, as well as those compiled by the M&E consultant); (ii) the assessment of project outcomes against the Project Development Objective; and (iii) the evaluation of the project’s social impact; and
  5. Present the findings of the project completion report to the MES and other key stakeholders, and provide policy recommendations and next steps to sustain and enhance the project outcomes after project closing.

CONSULTANT’S QUALIFICATIONS/SELECTION CRITERIA

The applicant must demonstrate the following qualifications and experiences:

  1. Possess at least a Master’s Degree in Education Management, Social Sciences or related discipline;
  2. At least five (5) years of experience in evaluating donor funded programs/projects, especially in the Education sector;
  3. Strong, proven experience in designing and conducting project assessments, (including data collection and analysis) for international development agencies and donor organizations;
  4. Strong organizational, presentation skills, attention to detail, and ability to meet deadlines;
  5. Demonstrated ability to work with government agencies, as well as international organizations; and
  6. Excellent verbal and written communication in English is a must.

CONTRACT DURATION AND CONDITIONS:

The contract shall be signed with the MES. The expected contract period will be from June 15 to November 30, 2022. 

The consultant will be selected in accordance with the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, October 2006.
