Scope of Work

The consultant will support the Ministry of Education and Science (MES) in implementing the Comprehensive plan to recover from and reduce the student’s learning loss caused by COVID-19, approved in July 2021. The consultant will work closely with the MES, General Authority for Education (GAE), Education Evaluation Center (EEC), National Research Institute for Education (NIER), the local education and science departments and other stakeholders in performing the assignment. The detailed objectives, scope of works, tasks and expected outputs are specified in the consulting service recruitment notice (CSRN) advertised through ADB’s Consultant Management System (CMS).


Required Qualifications, Skills and Expertise

The detailed requirement are specified in the CSRN. The key required qualifications include:

  • A graduate degree in education, education administration or other relevant discipline;
  • 10 years of experience working in education sector, especially in school, education institution;
  • Experiences in conducting and coordinating education research, in-service training and monitoring to support curriculum implementation at national level;
  • Sufficient knowledge and experience in conducting the online training using Learning Management System;
  • Strong analytical skills;
  • Ability to work as an effective team member; and
  • Excellent report writing skills in Mongolian and English.

  • Other supporting documents (such as information on previously conducted similar works, experiences and proof of skills and qualifications etc.).
