The Ministry of Education and Science (MES) along with Save the Children is implementing a grant project “Enabling Equity to Advance Learning” (EQUAL), funded by the Global Partnership for Education (GPE). This multi-stakeholder partnership organization aims to strengthen education systems in developing countries. 

The EQUAL project aims to improve access and quality of learning through inclusive approaches in Mongolia. The project will have three components: 1) Inclusive Education; 2) School Feeding; and 3) Blended Education. Save the Children will be the Grant Agent (GA) for the EQUAL project throughout its implementation. 

We immediately hire the following positions for the Project Implementation Unit of the EQUAL project. They present excellent opportunities for the incumbents to contribute to the further enhancement of the education sector in Mongolia. 1). Administrative and Procurement Officer: (18 months)

The Administrative and Procurement Officer will execute various office support tasks, emphasizing attention to detail, discretion, and the introduction of innovative approaches to enhance efficiency. The role includes managing and coordinating all procurement activities, including consultant recruitment, following GPE, Mongolian procurement guidelines, procedures, and national laws and regulations. 2) Procurement Consultant: (Lump sum contract type)

Effectively strategize and oversee procurement activities, encompassing the establishment of Bid Evaluation Committees (BECs), formulation of bid documents, and collaboration with Executing Agencies (EAs), Implementing Agencies (IAs), and technical experts. This includes coordinating the preparation of technical specifications and cost estimates for inclusion in bidding documents, managing the invitation for bids, addressing bidders' inquiries, conducting bid evaluations, and preparing comprehensive bid evaluation minutes and reports. Ensure strict adherence to GPE and Mongolian procurement guidelines, and procedures, as well as national laws and regulations, all within the framework of a lump sum contract type.
